Proposed Cuts to Medicaid
Lawmakers returned to DC in late April with a focus on reconciliation. Reconciliation is a tool that enables presidents to advance their policy priorities with ease, requiring only a simple majority vote in both chambers, which makes it filibuster-proof in the Senate.
House and Senate leadership have aligned on a budget resolution, but the resolution provides for different levels of spending cuts from the House and Senate and thus does not yet resolve those conflicts.
On Tuesday, May 13 at 2pm ET, the House Energy & Commerce Committee will mark up its draft reconciliation text (https://d1dth6e84htgma.cloudfront.net/Subtitle_D_Health_ae3638d840.pdf) with $880 billion in spending cuts, most or all of which are expected to come from the Medicaid program. The current legislative text includes mandatory work requirements, cost sharing for expansion enrollees with income over 100% of the federal poverty level, a moratorium on new or increased provider tax arrangements, more frequent eligibility checks, and a number of other provisions.
We know that access to affordable and comprehensive health care coverage is critical for patients to get the care that they need, including access to genetic counseling services.
