In 2025, the U.S. House of Representatives approved several permitting reform bills supported by APCA with bipartisan backing. It is now up to the Senate to finish the job. 
The Senate must pass legislation by May, before the legislative window narrows as November's midterm elections approach.  
Making federal permitting processes more efficient will benefit APCA contractors, associates, and their employees, provide greater certainty for project planning, and encourage private- and public-sector investment in infrastructure essential to America’s economic growth and energy security.

Tell Your U.S. Senators to Enact Bipartisan Permitting Reform

As a constituent and member of the American Pipeline Contractors Association (APCA), I am writing to respectfully urge you to pass federal permitting reform legislation.
 
Across the country, businesses and energy stakeholders are ready to invest in projects that will provide reliable energy, strengthen our economy, and improve quality of life—from building pipelines and related infrastructure to upgrading energy facilities to meet growing demand from manufacturing and data center industries. But too often, outdated and inefficient permitting processes stand in the way, delaying these investments and driving up costs.  

I urge the Senate to act now to support American infrastructure development by advancing commonsense bipartisan permitting reforms approved by the U.S. House of Representatives this Congress, such as the SPEED Act (H.R. 4776), the ePermit Act  (H.R. 4503), the Studying NEPA’s Impact on Projects Act (H.R. 573), the PERMIT Act (H.R. 3898), the Improving Interagency Coordination for Pipeline Reviews Act (H.R. 3668), and other policies that will deliver a predictable, efficient, and transparent federal permitting process.

There is broad agreement across party lines that permitting reform is needed. Now is the time to build on that bipartisan consensus and pass permitting reform legislation by May, as the window to enact comprehensive modernization is closing.
