An exemption for premium cigars was briefly added during the committee process, but it included an unrealistic $30 wholesale price threshold. That exemption has since been removed, and the bill now appears to revert to its original form—banning all premium cigar shipments to consumers in the state.

Say No to HB 7275 - Premium Cigar Shipping Ban

As a premium cigar consumer and resident of Connecticut, I respectfully urge you to oppose House Bill 7275 in its current form.

While the original intent of this legislation may be to address youth access to tobacco products, particularly electronic nicotine delivery systems (ENDS), HB 7275 casts too wide a net by banning the direct-to-consumer shipment of all tobacco products, including premium cigars.

Premium cigars are a distinct category of tobacco product. They are enjoyed responsibly by informed adult consumers, are not marketed to minors, contain no flavors or additives, and are typically sold through specialized retail channels. Courts and regulators alike have recognized the clear differences between premium cigars and mass-market tobacco products.

Although a narrowly tailored exemption for premium cigars was briefly added during the committee process, it included an unworkable $30 wholesale price threshold—far above the cost of most premium cigars currently on the market. That exemption has since been removed entirely, effectively restoring the bill’s original ban on all cigar shipments to consumers.

For many Connecticut residents, this would eliminate access to legal products not readily available locally. For small businesses and retailers, both in-state and nationally, it would disrupt a vital sales channel, especially in the digital economy.

I ask you to reconsider the broad reach of HB 7275. A more balanced solution should address legitimate youth access concerns without penalizing responsible adult consumers or undermining a lawful and historically rooted industry.

Please vote NO on HB 7275 and support a more reasonable path forward that protects public health without imposing unnecessary burdens on Connecticut’s cigar consumers and retailers.
