Urge Congress to pass the U.S. Foreign Trade Zone Parity Act

The U.S. Foreign Trade Zone Parity Act (H.R. 8059) creates a level playing field that allows companies to keep and expand distribution operations in the United States, save American jobs, and help address concerns over counterfeit and illicit trade entering the United States.

As Congress looks to advance legislation to reform Section 321 de minimis entry, we ask that you help ensure the disparate impact on U.S. Foreign Trade Zones (FTZs) is not overlooked in the emerging solution. 

Section 321 de minimis entry is only provided to goods stored in foreign warehouses and sent directly to American consumers meaning American companies distributing e-commerce shipments from U.S. warehouses, employing American workers, are at a growing competitive disadvantage.

Employment in the U.S. warehousing and storage sector declined overall by 5% in 2023, with 2024 data to date trending similarly downward.  Moreover, distribution jobs within U.S. FTZs declined by 11% during this same time.  

U.S. FTZs are highly regulated and closely scrutinized by U.S. Customs and Border Protection (CBP), unlike foreign warehouses where CBP has no jurisdiction or oversight.
