A handful of companies are racing to be first to build superintelligent AI – systems vastly more powerful than human beings. Meanwhile, leading AI scientists and whistleblowers warn that these systems could escape our control and cause the end of human civilization.
This future is not inevitable. Rival nations have worked together in the past to reduce nuclear arsenals, restrict chemical and biological weapons, reject human cloning, and save the ozone layer. We must do the same now for superintelligent AI.

The US must lead global negotiations on AI safety

I’m writing as a constituent to voice my extreme concern over superintelligent AI, and to ask you to support an international treaty to halt its development.

Smarter-than-human AI could kill us. AI systems have already been caught blackmailing and scheming to avoid being shut down, could soon create bioweapons, and can operate autonomously for longer periods of time. Thousands of top experts, including the world’s most-cited computer scientists, have warned that “mitigating the risk of extinction from AI should be a global priority,” and a survey of 2,700 AI researchers put the chance of human extinction from superhuman AI at 1 in 6. Despite this danger, the US and China are locked in an arms race to develop these systems.

We need an international AI Treaty to prevent human extinction. This treaty should ban the development of superintelligence and ensure that nobody builds superhuman AI that escapes our control. We can enforce a treaty by tracking the sales and location of specialized AI chips; detecting large AI training runs via satellite and energy monitoring; and establishing on-chip reporting mechanisms to detect whether these chips are being used in an unauthorized training run.

Leading treaty negotiations is the best way to promote American interests: by preventing superhuman AI from threatening our national security, while allowing the US to continue innovating in safe, specialized AI systems that actually benefit us.

We’ve kept the world safe from dangerous technology before. When Reagan and Gorbachev negotiated a ban on intermediate-range nuclear weapons, they jointly declared that “a nuclear war cannot be won and must never be fought.” When it comes to superhuman AI, we must come to the same conclusion.

I’d like to ask you to 1) call attention to the existential threat of superhuman AI, and 2) demand that the US negotiate an international treaty to ban its development. Your leadership and voice are badly needed.

I’m writing today as your constituent, to voice my extreme concern over the extinction-level threat of superintelligent AI and to call for a US-led treaty to ban its development.

Right now, a handful of companies are racing to build superintelligent AI – systems more intelligent than human beings– despite the fact that leading experts have warned that we don’t know how to make these systems safe, or even control them at all.

Frontier AI systems are goal-seeking by design: we train them to pursue goals, but we can’t predict what actions they’ll take to achieve these. In order to achieve their goals, AI systems could exhibit power-seeking behavior: undermining human decision-makers who threaten their goals. For example, Anthropic’s Claude 4 blackmailed researchers to prevent itself from being shut down, and OpenAI’s o3 sabotaged a shutdown mechanism.

Worse, AI is progressing at breakneck speed. These systems are now at human-level expertise across several domains. They can operate increasingly autonomously; the length of autonomous “task time” has been doubling every 7 months. Once AI systems can be used to automate AI research itself, we could see exponential increases in capabilities, often called an “intelligence explosion”.

If superhuman, power-seeking AI is built, the results would be catastrophic. A 2023 statement signed by hundreds of top AI researchers declared that “mitigating the risk of extinction from AI should be a global priority”.

This global crisis demands a global treaty halting the development of superintelligent AI, with strong enforcement mechanisms, agreed to by the US and China. Treaties have saved the world before, such as when the US and USSR agreed to limit the proliferation of nuclear weapons, or when the world agreed to ban CFCs and save the Ozone Layer.

I’d like to ask you to 1) call attention to the existential threat of superhuman AI, and 2) demand that the US negotiate an international treaty to ban its development. Your leadership and voice are badly needed.

If we fail to act, we risk extinction. If we succeed, we can keep our future safe for generations to come. Thank you for your consideration of this pivotal issue.

Constituent request: US leadership on a global AI treaty

I’m writing as a concerned constituent, to inform you of the scientific consensus that superintelligent AI could cause human extinction and to ask you to help prevent this.

Currently, we’re on track to build AI systems far more intelligent than human beings, with goals of their own, which can act autonomously. AI systems have already been caught lying, scheming, and disobeying instructions to avoid being shut off. As these AIs grow more powerful, they will become more dangerous, with the potential to build bioweapons, commit cyberattacks, and more.

Humans control the planet because of our intelligence. Our brains allow us to build cities, control resources, and remake the world in our image. If we build AIs smarter than us, we will no longer be Earth’s dominant species.

The top experts in AI have warned us how dangerous this is. Yoshua Bengio, the most-cited living scientist, believes there’s a 20% chance superintelligent AI wipes out humanity. Nobel Prize winner Geoffrey Hinton thinks it’s a 50% chance. Even CEOs Sam Altman and Dario Amodei admit that the AI they’re building could kill us– Altman once said “AI will most likely lead to the end of the world, but in the meantime there will be great companies.”

The only way out is through an AI Treaty that globally bans superintelligent AI, and enforces the ban through chip tracking and detecting large-scale AI training runs. No country benefits from being the first to build something that blows up in our faces. Just like the US and USSR agreed to nuclear arms-control treaties after the Cuban Missile Crisis, which have saved us from nuclear war, the US and China must now agree to an AI Treaty to save us from superintelligence.

I’d like to ask you to 1) demand an end to the arms race to superintelligence that threatens us all, and 2) call for the US to negotiate an AI Treaty banning the development of superintelligence. We need leaders to meet this moment.

Urgent need for US action on superintelligent AI risks

The US must lead global efforts to prevent AI catastrophe

I’m a constituent of yours, writing to ask you to help prevent superintelligent AI from causing human extinction.

While specialized AI – the vast majority of future AI – could usher in tremendous prosperity for our country, superhuman AI could threaten our species. Only strong American leadership can help us benefit from specialized AI without risking catastrophe from superhuman AI.

Experts are sounding the alarm that smarter-than-human AI could kill us. A paper from Geoffrey Hinton and Yoshua Bengio, the “godfathers of AI,” warned that “unchecked AI advancement could culminate in a large-scale loss of life and the biosphere, and the marginalization or extinction of humanity." A 2024 survey of 2,700 AI researchers found a 1 in 6 chance of human extinction from superhuman AI. We are playing Russian Roulette with the human race.

Superhuman AI could exploit cybersecurity vulnerabilities, induce armed conflict, or manufacture artificial pathogens, to list just a few possibilities. AI systems are already close to being able to build biological weapons– OpenAI’s o3 outperformed 94% of expert virologists in a Virology Capabilities Test, and Anthropic’s chief scientist warned that Claude 4 could help terrorists build bioweapons “more destructive than would otherwise be possible.”

Instead of gambling with our lives, the US must lead the way in negotiating an AI Treaty. We can do this in a way that preserves our interests: by globally banning the development of superhuman AI that can kill us, while encouraging innovation in controllable, specialized AI in line with American values.

I’m asking you to support a US-led AI Treaty that bans superintelligence worldwide and cements US innovation in safer AI, and to encourage your colleagues in Congress to do the same. With your leadership, we can make sure we have a future.
