On Thursday, April 24, 2025, the Assembly Committee on Housing and Community Development will hold a hearing to discuss Assembly Bill 1157 introduced by Assemblymember Ash Kalra.
HELP US BY TAKING ACTION NOW – CONTACT THE MEMBERS THE COMMITTEE AND VOICE YOUR OPPOSITION TO LOWER STATEWIDE RENT CAPS.&nbsp;
If this terribly harmful bill is passed and eventually signed by the Governor, it would:
<ul>
<li>Limit annual rent increases to just 2% plus the change in the Consumer Price Index (CPI) or 5%, whichever is less. Today, the statewide rent cap is 5% plus CPI or 10%, whichever is less.</li>
<li>Remove the exemption for Single-family homes and condominiums. </li>
<li>Repeal the “sunset” provision for statewide rent caps and Just Cause under AB 1482 making the law permanent. </li>
</ul>
We need your help to defeat this harmful legislation. Contact each of the members of the Committee on Housing and Community Development and contact your lawmakers for the district or districts where you own property today. Urge lawmakers to VOTE NOT ON AB 1157.&nbsp;

Help Stop the Attempt to Lower Statewide Rent Cap

As a Rental Housing Provider I am respectfully requesting your NO vote on AB 1157. Further capping rents and taking away exemptions for single family homes and condos will discourage investment in rental housing, further exacerbating the housing supply and affordability problem in California. 

Rental housing providers are struggling to keep up with extreme inflationary pressures as costs for all types of goods and services continue to skyrocket. Lowering rent caps in the face of rapidly rising costs will result in further harm as costs continue to increase, particularly in the face of the California insurance crisis that has doubled or tripled the cost of insurance (or more) and caused so many to lose or go with less coverage. Moreover, the costs of government mandates such as balcony inspections, seismic retrofitting, waste diversion rates, etc. has increased operational costs across the board. 

California has severe housing shortages and lowering rent caps is the wrong approach to encouraging housing development. Owners of single-family homes will no longer have the appropriate incentive to rent their properties, and multifamily developers will lose financial incentives to construct new housing in the face of lower rent caps. Rather than further regulating rental housing, the legislature should be doing more to encourage owners of existing rental housing to retain their investment. 

Please vote NO on AB 1157. California cannot afford the unintended consequences of altering the Tenant Protection Act.
