Additionally, these bills introduce a definition for "characterizing flavor" to help regulators distinguish between artificially flavored products and premium cigars that derive their characteristics naturally from the aging process.
Most importantly, HB 1426 and SB 1505 would exempt premium cigars from the current percentage-based excise tax, which unfairly burdens small businesses and adult consumers. Instead, the bills propose a fair, fixed excise tax of 50 cents per premium cigar, which ensures predictability and sustainability for retailers while maintaining a reasonable tax revenue stream for the state.
