As a home care agency and part of the health care safety net for our community, I am writing to express deep concern about the harmful impact that Medicaid cuts would have on the people we serve and the home care workers we employ. While health care stakeholders may not always agree on policy, we are united in recognizing that deep cuts to Medicaid will hurt New Yorkers—especially our most vulnerable neighbors.

Medicaid is a lifeline for nearly 7 million New Yorkers. It supports seniors aging at home in the community, people with disabilities, low-income families, and workers who otherwise could not afford care. It not only helps fund hospitals, nursing homes, and clinics, it also funds home care services like ours that keep people healthy and safe where they want to be—at home.

In particular, New York’s home care consumers are highly reliant on Medicaid. Without it, most would not be able to afford the support they need to live independently. Home- and community-based care is not only more compassionate—it is also far more cost-effective than institutional care. Keeping someone in their own home costs significantly less than a nursing home placement, saving the state money while improving quality of life for individuals and boosting local economies.

In our work, we see every day how critical Medicaid is. It pays for care that allows seniors and people with disabilities to stay out of institutions and live with dignity. It supports home care workers and family caregivers who are often underpaid but are doing essential, compassionate work. 

New Yorkers overwhelmingly support Medicaid. A recent poll found that 84% of voters statewide—in rural and urban areas alike—oppose cuts to this program. It’s clear that the people of this state value Medicaid and want it protected.

Proposals to cut or cap Medicaid funding, impose work requirements, or reduce the federal government’s share will not only jeopardize care for millions—they threaten to shift costs onto working families, care providers like me, and local governments already stretched thin. These changes would result in people losing coverage, home care workers losing jobs, and agencies like ours being forced to cut services or close our doors altogether.

Our state can’t afford that. Medicaid is not only a health care program—it is an economic engine and a source of security for countless New Yorkers. As a home care provider, I urge you to oppose any proposal that reduces Medicaid funding in this year’s federal budget process. Instead, please stand with the families, seniors, workers, and small businesses who rely on this vital program.
