We, the undersigned residents, property owners, and concerned citizens of Indian River County, call on the Sebastian City Council to halt further voluntary annexations until a transparent, comprehensive, and enforceable growth management framework is in place.
Over the past several years, Sebastian has pursued annexation that has outpaced its ability (and the county's ability) to plan for the consequences. The city's own Annexation Reserve Area (Comprehensive Plan Map 1-14) was presented to the public as the boundary of responsible growth. That commitment has since been treated as a suggestion. Subsequent annexation proposals have pushed beyond that reserve area with no master plan, no infrastructure commitments, and no meaningful public process.
The stakes are real. Indian River County has formally warned that it cannot guarantee water or sewer service to newly annexed areas — and extending that service will not be free. Utility ratepayers, both inside and outside the city, could face higher costs to fund the infrastructure extensions that large-scale annexation demands. Roads already under strain will absorb thousands of additional daily vehicle trips. Schools will be asked to absorb new students without new capacity. Fire and emergency services — already stretched — will be expected to cover a dramatically larger territory.&nbsp;
These are not hypothetical concerns; they are the predictable, documented consequences of growth that outpaces planning. And beyond the burden on services and taxpayers, the lands in question drain into the St. Sebastian River headwaters and ultimately into the Indian River Lagoon — one of the most biodiverse and most imperiled estuaries in North America. Cumulative development in this watershed affects every community connected to the Lagoon, and those impacts do not stop at city limit signs.
We are not asking Sebastian to stop growing. We are asking the city to plan first and annex later. We call on the Council to commit that no further annexation will be approved until: a fully funded utility service plan is in place; a comprehensive environmental and stormwater impact review accounting for cumulative development has been completed and made public; and any expansion beyond the existing Annexation Reserve Area requires a formal comprehensive plan amendment with full public hearings.
The Indian River Lagoon is already in crisis. The decisions Sebastian makes about growth will shape this watershed for generations. We are asking the Council to make those decisions carefully, openly, and with the full weight of their consequences in mind.

I share the concerns outlined in that petition. Sebastian's annexation agenda has outpaced the city's and county's ability to plan for its consequences in infrastructure, in services, and in environmental protection. Roads, schools, emergency services, and water and sewer systems are already under pressure. Utility ratepayers should not be asked to shoulder the cost of infrastructure extensions that serve speculative development. And the St. Sebastian River headwaters and Indian River Lagoon cannot absorb the cumulative stormwater and nutrient loading that large-scale unplanned development will bring.

I urge the Council to commit that no further annexation will proceed until a fully funded utility service plan is in place, a comprehensive environmental and stormwater review has been completed, and any expansion beyond the existing Annexation Reserve Area requires a formal comprehensive plan amendment with full public hearings.
