The recent Graves Brothers annexation increased the size of Sebastian by roughly 20%—without a detailed, roadway-specific traffic plan in place. At buildout, this single project could bring up to 10,000 homes and generate an estimated 37,000 daily vehicle trips (as estimated by the traffic study) with the potential for significantly more depending on final density and land use.
Those trips will be pushed onto already strained roadways in Indian River County, including County Road 510, which is already projected by the Florida Department of Transportation to become capacity deficient.
Approving growth of this scale without clearly identifying where those vehicles will go—and how those roads will handle them—is not responsible planning. It shifts the burden onto existing residents, taxpayers, and already overextended infrastructure.

NO MORE ANNEXATIONS UNTIL INFRASTRUCTURE COMES FIRST

We, the undersigned residents, property owners, and concerned citizens of Sebastian and Indian River County, call on the Sebastian City Council to immediately halt further voluntary annexations until a transparent, enforceable, and fully funded growth management framework is in place.

Recent annexations—including the Graves Brothers property—have significantly expanded the City’s footprint without a clear plan for infrastructure, traffic, or public services. This project alone is expected to generate in excess of 37,000 daily vehicle trips, placing additional strain on already congested roadways such as County Road 510, which is already projected by the Florida Department of Transportation to become capacity deficient in the next few years, even without the development.

At the same time, Indian River County has indicated it cannot guarantee water and sewer capacity for these expansions, raising serious concerns about costs, service levels, and long-term sustainability. Public safety services, schools, and critical infrastructure will all face increased pressure without a coordinated and funded plan.

We are not opposed to growth. We are opposed to unplanned growth.

We call on the City of Sebastian to adopt a policy that no further annexations will be approved until:
•	A fully funded and publicly vetted utility service plan is in place 
•	A comprehensive traffic impact analysis—including roadway-specific allocations (CR 510 and surrounding corridors)—is completed and disclosed 
•	A cumulative environmental and stormwater impact study is conducted and made public 
•	Any expansion beyond the Annexation Reserve Area requires a formal Comprehensive Plan amendment with full public hearings
