The Office of Management and Budget (OMB) recently released a <a href="https://www.govinfo.gov/content/pkg/FR-2026-05-29/pdf/2026-10817.pdf?sm_guid=OTc2MjgxfDIyNzE2MjAxfC0xfGNocmlzdGlhbnNlbkBobWN3Lm9yZ3w4NzU2NDIwfHwwfDB8MzE4OTEyMDQ3fDk1M3wwfDB8fDE4MDQ5NDF8MA2" target="_blank">proposed rule</a> on Federal Financial Assistance (2 CFR) that could dramatically alter the federal grant award process. These changes include political review of every discretionary grant; expanded authority for agencies to terminate grants after they are awarded; new restrictions on international research collaborations; limitations on scientific exchange and publications; and increased compliance and oversight requirements. If enacted, these measures could impact research funding, collaboration opportunities, and administrative workloads across the sleep and circadian research field. At present, the proposed rule is just that—a proposal subject to further modification based on input from the public and other government branches. A formal period of public comment is open until July 13, 2026.
