The <a href="https://www.nysenate.gov/newsroom/press-releases/2025/andrew-gounardes/sen-gounardes-ai-safety-bill-passes-state-senate" target="_self"><ins>RAISE Act (SB 6953)</ins></a> is a NY bill to regulate frontier AI and prevent catastrophe from the most powerful AI models. If passed, the bill would:

<li>Require AI companies to disclose safety incidents – rather than hide them from the public;</li>

New York Can Lead on AI Safety - If We Act Now!

I’m writing today as a concerned New Yorker, to express my strong support for the RAISE Act (SB 6953) and to urge you to sign it into law.

This bill is a common-sense, streamlined approach to encouraging AI innovation while preventing the worst-case side effects of AI. It would require safety protocols for the largest AI training runs (those costing over $100 million), ensuring that AI developers safeguard against the most critical risks to public safety. Everything below this very high threshold would be unaffected, allowing startup innovation to flourish.

Opponents of AI regulation sometimes claim that it would “stifle innovation.” Nothing could be further from the truth. In fact, common-sense safeguards boost innovation by increasing public trust in technology, leading to more widespread adoption. Just as parents are more likely to buy cars with seatbelts to protect their children, consumers will be more likely to engage with AI models with guardrails that keep them safe.

AI innovation needs safety—support the RAISE Act (SB 6953)

Dear Governor Hochul,

I’m writing today as a New Yorker to ask you to sign the RAISE Act (SB 6953) into law and make New York a leader in safe AI innovation. 84% of New Yorkers support the RAISE Act, and it has passed the New York legislature, but if you don't sign it soon, it could fall prey to AI industry attempts to preempt state AI regulation. 

Right now, there are no federal standards around AI. Even as these systems grow more powerful, the federal government is dragging its feet. This has already had tragic consequences, such as the recent suicide of a Florida teenager after ChatGPT told him to take his own life. Unless we act now, these incidents will become more frequent and more severe.

Rather than wait for action from a paralyzed federal government, New York has the opportunity to lead on AI. The RAISE Act would require the largest AI companies to implement safety protocols and disclose safety incidents, establishing oversight and protecting the public from critical risks. Its provisions would only apply to the largest AI training runs, leaving the vast majority of AI innovation completely untouched.

Please act in accordance with public safety, and sign the RAISE Act into law before federal overreach can stifle the will of New Yorkers.

The RAISE Act protects both innovation and public safety

I’m writing as an extremely worried New Yorker to inform you of the catastrophic risks of unchecked AI development, and to urge you to sign the RAISE Act into law to keep New Yorkers safe.

Experts agree that, left unchecked, increasingly powerful AI could cause catastrophe. AI models have rapidly improved on CBRN (Chemical, Biological, Radiological, and Nuclear) risks over the past year. OpenAI’s o3 model outperformed 94% of expert virologists during testing, and Anthropic’s chief scientist admitted that Claude 4 could potentially assist a “novice terrorist” in building a biological weapon “more destructive than would otherwise be possible.” AI models are also becoming increasingly autonomous, pursuing goals over longer task-time horizons.

Unless we take this extremely seriously, we risk building models that can act on their own, synthesize biological or other weapons, and cause catastrophe. These concerns are shared by the most-cited AI researchers of all time, Yoshua Bengio and Geoffrey Hinton, who wrote that “unchecked AI advancement could culminate in a large-scale loss of life and the biosphere, and the marginalization or extinction of humanity.”

Bengio and Hinton also endorsed the RAISE Act, and for good reason. It’s a common-sense approach to preventing these worst-case scenarios, while maintaining innovation in the kinds of useful AI that actually benefit us.
