Welcome to the Senate Farm Bill rollercoaster ride. The bill will go through markup on Thursday, August 6. During the markup process, clauses may be struck from the bill or amendments added. Regardless of whether the bill gets to the Senate floor for a full vote, there are four powerful new amendments that we must all support.
Last night, U.S. Senator Cory Booker (D-NJ) introduced Booker Amendments #1, #2, #3 and #4 to the Senate Farm Bill. If passed, Amendment #1 would reverse the June Supreme Court ruling giving Bayer-Monsanto and the pesticide industry immunity from state tort failure-to-warn lawsuits when their pesticides cause harm.
“I’m going to lead an amendment to strip away this preemptive authority and return it to the people,” <a href="https://jerseyvindicator.org/2026/06/25/booker-vows-legislative-action-after-u-s-supreme-court-sides-with-monsanto/" target="_self"><ins>Booker said</ins></a>. “We now need to rally around both sides of the aisle, getting the Senate to act on this farm bill to undo what the Supreme Court did.”
Booker said Congress should restore the ability of people to pursue state-based legal claims and said the issue is about protecting farmers rather than chemical manufacturers.
“We are seeing a crisis in our country, and it’s time that the people prevail, and not the poisoners, the polluters, or the pesticide manufacturers,” Booker said. “This is about empowering farmers, and our farm bill must return to being about farmers.”
Amendments #2, #3 and #4 are also important.

<li>Amendment #2 would strike deregulatory pesticide provisions</li>
<ul>
<li>Background: The House and Senate Farm Bills contain provisions that would deregulate pesticide safety reviews and exempt certain genetically engineered plants from safety reviews, including:</li>
<ul>
<li>10201 – Permanently carves out dozens of synthetic and bioengineered chemicals from human health safety reviews. </li>
<li>10203 – Requires USDA to participate in what should be EPA's unbiased scientific reviews of pesticide effects on endangered species. </li>
<li>10207 – Delays the review of hundreds of pesticides, including glyphosate, for their effects on human health until 2031.</li>
<li>10209 – Gives USDA an unprecedented new role in pesticide safety oversight, and requires EPA to consider the cost to industry when developing pesticide safety measures (a significant shift from pesticide reviews being focused solely on human health).</li>
</ul>
<li>The Amendment: Booker Amendment #2 would strike these four provisions.</li>
</ul>
<li>Amendment #3 would strike language that would block RFK's regenerative agriculture pilot</li>
<ul>
<li>Background: In December of 2025, Secretaries Kennedy, Oz, and Rollins announced a Regenerative Pilot Program, which would award some existing EQIP and CSP funding to farmers doing regenerative agriculture projects. Through this program, farmers would need to test their soil and submit a plan for how their whole farm is moving towards regenerative. The House and Senate Farm Bills would block the ability for the Secretary to require soil testing or whole-farm planning in conservation projects.</li>
<li>The Amendment: Booker Amendment #3 would strike the provision that blocks whole farm planning and soil testing.</li>
</ul>
<li>Amendment #4 Dietary Guidelines for Americans -- would strike ban on considering methods of production</li>
<ul>
<li>Background: The House and Senate Farm Bills make big changes to how the Dietary Guidelines for Americans are created, including by prohibiting the DGAs from considering "food and agricultural production practices" which could block the DGAs from considering ultra-processed foods, as well as things like whether certain regenerative farming practices lead to lower levels of heavy metal contamination or greater nutrient density.</li>
<li>The Amendment: Booker Amendment #4 would narrow the prohibition to be: "food and agricultural production practices unless those practices impact nutrition or food safety." This would allow the DGAs to comment on ultra-processed foods and farming practices that enhance the nutrient density of foods.</li>
</ul>

Tell Your Senators to Vote YES on Farm Bill Amendments to Reverse the Egregious Supreme Court Ruling on Pesticide Immunity

As the Senate considers the 2026 Farm Bill, I urge you to pass Booker Amendments 1, 2, 3 and 4, resolving many of the issues I am concerned about.

Amendment #1 would reverse the June Supreme Court ruling granting Bayer-Monsanto and the pesticide industry immunity from state tort failure-to-warn lawsuits when their pesticides cause harm and restore my constitutional right to hold these chemical companies accountable.

Amendment #2 would remove provisions exempting many toxic chemical pesticides and genetically engineered pesticides and organisms from human and environmental safety reviews.

Amendment #3 would strike the provision that blocks whole farm planning and soil testing for RFK’s regenerative agriculture pilot projects. Whole farm planning and soil testing are critical to assuring that projects are truly pursuing regenerative practices. Creating loopholes to allow farms to cheat is not acceptable.

Amendment #4 would narrow the Dietary Guidelines for Americans (DGAs) prohibition to be: "food and agricultural production practices unless those practices impact nutrition or food safety." This would allow the DGAs to comment on ultra-processed foods and farming practices that enhance the nutrient density of foods.

The Farm Bill should benefit all farmers, not be used to further the interests of harmful industrial agriculture and multi-national pesticide corporations.

America deserves a Farm Bill that helps small family farmers and invests in a food and agriculture system that produces safe, healthy, nutritious food, not creating loopholes for the benefit of industrial producers and the chemical and junk food industries.

These issues are very important to me. You must pass Booker Amendments 1, 2, 3 and 4 today.
