Legislation has been introduced in Congress that would replace the failed Horseracing Integrity and Safety Act (HISA) with a system designed by and for horsemen. We ask that you contact your Congressman/Congresswoman immediately to request that they co-sponsor the Racehorse Health and Safety Act (RHSA), introduced by Congressman Clay Higgins (LA-03).
HISA is failing to improve racehorse health and safety because it is based more on public perception than veterinary research and science. Horses need therapeutic care like all other athletes, and veterinary science should direct such rules. The new RHSA, drafted with the support of veterinarians, will ensure that all rules are based on scientific principles. Additionally, unlike HISA, the RHSA is more cost-effective for horsemen, is constitutional, and the board structure is transparent and accountable to the public.
