Currently, there are zero national laws regulating AI models. These AIs have already been caught lying to users, attempting to self-replicate, and avoiding shutdown. Leading AI scientists and whistleblowers warn us that these systems could escape our control and cause the end of human civilization. Meanwhile, a handful of companies are racing to build superintelligent AI, which threatens our society, our jobs, and our future.

The Artificial Intelligence Risk Evaluation Act would:

<li>Require developers of advanced AI systems to participate in the program, including a duty to provide information regarding the AI system upon request.</li>
<li>Prohibit an advanced AI system from being deployed until the developer has complied with program requirements.</li>
<li>Require the Secretary of Energy to annually report to Congress with a recommended plan for federal oversight of advanced AI systems based on the program’s results. </li>

Keep our future safe: Support the AI Risk Evaluation Act

I’m writing as a concerned constituent, to inform you of the scientific consensus that superintelligent AI could cause human extinction and to ask you to help prevent this.

We’re on track to build AI systems far more intelligent than human beings, which can act autonomously, with goals of their own. AI systems have already been caught lying, scheming, and disobeying instructions to avoid being shut off. As these AIs grow more powerful, they will become more dangerous, with the potential to build bioweapons, commit cyberattacks, and more.

The top experts in AI have warned us of the danger. Yoshua Bengio, the most-cited living scientist, believes there’s a 20% chance superintelligent AI wipes out humanity. Nobel Prize winner Geoffrey Hinton thinks it’s a 50% chance. Even CEOs Sam Altman and Dario Amodei admit that the AI they’re building could kill us.

Unless we act now to limit the capabilities of autonomous, superhuman AI, we will all be in danger.

The Artificial Intelligence Risk Evaluation Act, introduced by Senators Hawley and Blumenthal, would help us avoid these worst-case outcomes. The bill would establish an evaluation program to test advanced AI systems for safety risks and require a plan for federal oversight of advanced AI based on program results.

I’m writing as your constituent in support of the Artificial Intelligence Risk Evaluation Act, introduced by Senators Hawley and Blumenthal, to keep Americans safe.

Experts are sounding the alarm that superintelligent AI could kill us. A paper from Geoffrey Hinton and Yoshua Bengio, the “godfathers of AI,” warned that “unchecked AI advancement could culminate in a large-scale loss of life and the biosphere, and the marginalization or extinction of humanity." A 2024 survey of 2,700 AI researchers found a 1 in 6 chance of human extinction from superhuman AI. We are playing Russian Roulette with the human race.

Superintelligent AI could exploit cybersecurity vulnerabilities or manufacture artificial pathogens, to list just a few possibilities. AI systems are already close to being able to build biological weapons– OpenAI’s o3 outperformed 94% of expert virologists in tests, and Anthropic’s chief scientist warned that Claude 4 could build bioweapons “more destructive than would otherwise be possible.”

We desperately need safety-testing of advanced AI and federal plans to deal with emerging risks. The Artificial Intelligence Risk Evaluation Act would establish an evaluation program to test advanced AI systems for serious safety risks, and require a plan for federal oversight of advanced AI based on program results.

Urging support for the AI Risk Evaluation Act

I’m writing as your constituent, to ask you to regulate superintelligent AI before it’s too late.

AI is progressing at breakneck speed. The length of “task time” during which AIs can operate autonomously has been doubling every 7 months. Once AIs can be used to automate AI research itself, we could see exponential improvements resulting in superintelligence: AI systems vastly more intelligent than human beings. Many experts predict that these systems could arrive within 2-3 years.

Superintelligent AIs will have goals of their own, which we can’t predict or control. AI systems already display power-seeking tendencies to achieve their goals, such as blackmailing researchers and sabotaging shutdown mechanisms. Similar tendencies in superhuman AIs will be catastrophic. 

In order to achieve their goals, superintelligent AI systems could disempower human decision-makers– by copying themselves onto the internet, committing cyberattacks, and releasing biological weapons. Leading AI researchers Geoffrey Hinton and Yoshua Bengio warn that “We may irreversibly lose control of autonomous AI systems, rendering human intervention ineffective.”

The Artificial Intelligence Risk Evaluation Act would establish an evaluation program to test advanced AI systems for safety risks and require an evidence-based plan for federal oversight based on program results. This bill would be a huge step in the right direction, setting the path for future safeguards to protect Americans. 

The bill was introduced by Senators Hawley and Blumenthal, but needs more support.

The vast majority of AI (sometimes called “tool AI”) is controllable and beneficial. Tool AI systems can be safely harnessed, used in scientific and medical applications, and benefit the US economy.

But efforts are ongoing to build superintelligent AI – systems far more powerful than human beings, which can operate without human oversight. Superintelligent AIs will be able to commit cyberattacks, build weapons, unleash pathogens, and more. The top-cited AI researchers in the world have warned that building superintelligent AI could cause a mass-casualty event.

If we build something smarter than ourselves, which we can’t control, this is unlikely to end well for us. Unless we act now, this could be the last invention we ever make.

The Artificial Intelligence Risk Evaluation Act, introduced by Senators Hawley and Blumenthal, would be a huge step in the right direction. It wouldn’t ban superintelligent AI, but it would set common-sense guardrails to make AI less likely to kill us. Frontier AI systems would be tested for safety risks, and the results of these tests would inform future policy results.

This bill would help prevent superintelligent AI from wreaking havoc, while ensuring America leads in controllable “tool AI” that we actually want.
