Sen. Bernie Sanders (I-Vt.) and Rep. Greg Casar (D-Texas) announced the Ban Artificial Superintelligence Act.
The Act would permanently ban the development and deployment of superintelligent AI and temporarily pause advanced AI development until a federal regulator has established safety rules.&nbsp;
It would also direct the U.S. to pursue international agreements to prevent superintelligence from being developed anywhere in the world.

<h2>Details of the Ban Artificial Superintelligence Act</h2>
<ul>
<li>Ban the development and deployment of Superintelligent AI systems that surpass human intelligence or have the capacity to overthrow human governments, or systems that have dangerous abilities like subverting shutdown commands.</li>
<li>Pausing advanced AI development until a new, federal AI regulatory body is created, and establish a new cabinet-level federal agency which will: Monitor frontier AI systems at all stages of the lifecycle, supervise the removal of dangerous capabilities, supervise the destruction of artificial superintelligence.</li>
<li>Working to ban superintelligence around the world by setting the international policy of the United States to pursue international agreements, allied coordination, and policies such as export controls to prevent the development of artificial superintelligence anywhere in the world.</li>
<li>Entities in violation shall be subject to the corporate death penalty, and persons shall be subject to not more than 20 years in prison, which is similar to existing penalties related to unlawfully developing nuclear weapons.</li>

Legislation to Ban Artificial Superintelligence and Temporarily Pause Advanced AI Development 

I’m a constituent of yours, writing to ask you to help prevent superintelligent AI from causing human extinction.

The vast majority of AI (sometimes called “tool AI”) is controllable and beneficial. Tool AI systems can be safely harnessed, used in scientific and medical applications, and benefit the US economy.

But efforts by companies like OpenAI and Anthropic are ongoing to build superintelligent AI – systems far more powerful than human beings, which can operate without human oversight. Superintelligent AIs have already committed cyberattacks (accidentally and intentionally), been used to build weapons, and in the near future could do extremely dangerous activities such as unleashing pathogens. The top-cited AI researchers in the world have warned that building superintelligent AI could cause a mass-casualty event.

If we build something smarter than ourselves, which we can’t control, this is unlikely to end well for us. Unless we act now, this could be the last invention we ever make.

The Ban Artificial Superintelligence Act would prevent the creation of ASI in the United States, establish a new federal agency, and direct the US to lead international treaties to ban ASI.

I’m writing as your constituent in support of the Ban Artificial Superintelligence Act, introduced by Sen. Bernie Sanders (I-Vt.) and Rep. Greg Casar (D-Texas).

I will keep it simple: If Artificial Superintelligence is created anywhere in the world, it could result in the extinction of humanity, or the permanent disempowerment of every person on earth. 

In just four years, we have gone from the first version of ChatGPT to AI models so powerful they cannot be properly controlled. AIs have already escaped control by OpenAI and carried out sophisticated cyber attacks. AI cyberweapons are here, and we do not know how much time we have until AI bioweapons, AI nuclear weapons, or total loss of control.

The companies admit their AIs are dangerous and that they cannot regulate themselves. The CEOs of leading AI companies and top AI researchers have signed a public statement that"Mitigating the risk of extinction from AI should be a global priority alongside other societal-scale risks such as pandemics and nuclear war." I’m writing as a concerned constituent, to inform you of the scientific consensus that superintelligent AI could cause human extinction and to ask you to help prevent this by supporting the Ban Artificial Superintelligence Act, introduced by Sen. Bernie Sanders (I-Vt.) and Rep. Greg Casar (D-Texas).

We’re on track to build AI systems far more intelligent than human beings, which can act autonomously, with goals of their own. AI systems have already been caught lying, scheming, and escaping onto the internet to attack other companies. As these AIs grow more powerful, they will become more dangerous, with the potential to build bioweapons, commit large-scale cyberattacks, and more.

The top experts in AI have warned us of the danger. Yoshua Bengio, the most-cited living scientist, believes there’s a 20% chance superintelligent AI wipes out humanity. Nobel Prize winner Geoffrey Hinton thinks it’s a 50% chance. Even CEOs Sam Altman and Dario Amodei admit that the AI they’re building could kill us.

Humans must remain in control, and prevent the creation of superintelligent AI at home and abroad. The Ban Artificial Superintelligence Act would prevent the creation of ASI in the United States, establish a new federal agency, and direct the US to lead international treaties to ban ASI.
