On behalf of the American Massage Therapy Association and as a constituent in your district, I am writing to request your support for ESSB 5845 and the Modernize Insurance Payment Policies for health insurance carriers in Washington State.&nbsp;
This bipartisan bill addresses a longstanding, systemic challenge for health care providers, including licensed massage therapists and the businesses/clinics we operate in your district. By establishing clear, objective timelines for claim acknowledgment, payment, or denial—and requiring carriers to make comprehensive, good-faith requests for additional information—the bill reduces administrative burden, improves transparency, and promotes accountability throughout the claims process.&nbsp;
Importantly, the legislation recognizes the real financial harm caused by late payments. The interest and enforcement provisions create meaningful incentives for compliance and ensure that penalties are borne by carriers—not patients. These reforms will help stabilize provider operations, preserve access to care, and enable patients to receive timely, accurate cost-sharing determinations.&nbsp;
The bill also appropriately affirms the oversight authority of the Washington State Office of the Insurance Commissioner, ensuring consistent enforcement and consumer protection as these updated standards are implemented.&nbsp;
I commend the Legislature for advancing pragmatic, balanced reforms that reflect modern claims operations and support a stable, accessible health care system.&nbsp;&nbsp;
