Skill games support thousands of small businesses across Virginia, helping them make ends meet in tough times. Additionally, once regulated, skill games will bring in an estimated $336 million in new, much-needed annual tax revenue to the Commonwealth. Unlike gambling, a skillful player can win every time they play a skill game. Bipartisan, commonsense legislation has been filed that will provide long-overdue, much-needed clarity for law enforcement, small business owners, and the commonwealth alike. We can’t let another legislative session pass by without a solution. The time to act is now!

I am writing to respectfully urge you to support and pass the skill game regulation bills, SB 661 and HB 1272, as a critical step to strengthen Virginia’s small businesses and bring long-overdue clarity to this issue.

The language in both bills reflects the same smart, balanced framework to establish a clear, enforceable regulatory structure for skill games in Virginia. This approach builds on years of work by grassroots supporters and bipartisan lawmakers to replace legal uncertainty with clarity—while protecting small businesses, generating significant new revenue for the Commonwealth, and providing law enforcement the clear guidance they have repeatedly requested.

Properly regulated skill games provide essential supplemental income for thousands of small businesses—particularly convenience stores, restaurants, bars, and truck stops—operating under tight margins and rising costs. At the same time, this framework would generate more than $330 million annually in new revenue for Virginia and deliver clear standards for law enforcement and prosecutors regarding what is legal and what is not.

I strongly urge you to support SB 661 and HB 1272 and help deliver a bipartisan, common-sense solution to an issue that has gone unresolved for far too long. Thank you for your consideration and continued support of Virginia’s small businesses.
